Updates to procurement – digital accessibility requirements
The U.S. Department of Justice issued a new rule under the Americans with Disabilities Act requiring all digital tools and electronic resources used in university programs, services, or activities—whether free or paid, developed internally or procured from vendors—to meet specific accessibility standards by April 26, 2027.
To comply with this rule and university policy UW–519, UW–Madison is updating processes for purchasing digital tools or electronic resources; this will continue to evolve as compliance efforts progress. When considering purchasing new digital tools or electronic content, individuals will need to consider the digital accessibility of that product prior to purchasing. Procurements that do not meet digital accessibility requirements may require consultation with the Office of Compliance.
What you need to know
Procurement decisions made today, including new contracts, renewals and extensions, may extend beyond the April 26, 2027 federal compliance deadline. As a result, during the interim process:
- Purchases involving digital tools or electronic resources will require additional review and approvals.
- The procurement process may take additional time due to the added steps.
What you need to do
- Review the information on the accessible purchasing process before initiating or supporting any purchase that includes digital tools or electronic resources.
- Plan ahead for additional time to complete the procurement process.
What counts as a digital tool or electronic resource
Digital tools and electronic resources include vendor-provided technology or content individuals interact with electronically, such as:
- Software and platforms
- Web-based services and applications
- Transactional websites, such as a graduation apparel ordering website or similar services
- Digital content or tools used in any university function
